However, China's food safety work is still facing many difficulties and challenges, the situation is still complex and grim. Problems such as microbial and heavy metal pollution, excessive pesticide and veterinary drug residues, irregular use of additives, counterfeiting and sales of counterfeit products occur from time to time, and the impact of environmental pollution on food safety is gradually emerging; the cost of illegal activities is low, the cost of safeguarding rights is high, and the legal system is not sound enough. some producers and operators are mercenary and do not have a strong sense of responsibility; the potential risks of new business type and new resources are increasing, and the food safety problems brought about by international trade; there is still a certain gap between food safety standards and the most stringent standards. The basic work such as risk monitoring, assessment and early warning is weak, and the grassroots supervision force and technical means cannot keep up; some places do not pay enough attention to food safety, the implementation of responsibilities is not in place, and the contradiction between safety and development Still prominent. These problems affect the people's sense of gain, happiness, and security, and have become obvious shortcomings in building a well-off society in an all-round way and building a modern socialist country in an all-round way.
The growing needs of the people for a better life have put forward new and higher requirements for strengthening food safety work; promoting the modernization of the national governance system and governance capacity, promoting high-quality development, and implementing the strategy of healthy China and rural revitalization, it provides an unprecedented historical opportunity to solve the problem of food safety. We must deepen reform and innovation, use the most rigorous standards, the most stringent supervision, the most severe punishment, and the most serious accountability to further strengthen food safety work to ensure the "safety on the tip of the tongue" of the people ".
General 2. requirements
(I) guiding ideology. Deepen the reform of the regulatory system and mechanism, innovate regulatory concepts and methods, plug loopholes, make up for shortcomings, and promote the modernization of the national governance system and governance capabilities in the field of food safety.

Producers and operators consciously fulfill their main responsibilities, government departments strengthen supervision in accordance with the law, and the public actively participate in social supervision, forming a work pattern in which all parties fulfill their responsibilities, work together to manage, and work together to govern.
(III) overall objective
By 2020, a food safety regulatory system based on risk analysis and supply chain management will be initially established. The ability of food safety risk management and control has reached the international advanced level, the whole process supervision system from farmland to dining table is operating effectively, the food safety situation has fundamentally improved, and the people eat healthily and rest assured.

4. the strictest regulation

(IX) strictly control the quality and safety of grain collection and storage. We should do a good job in the qualification examination and management of grain purchasing enterprises, urge enterprises to strictly implement the quality inspection system of entering and leaving factories (warehouses) and inventory, actively explore the establishment of quality traceability system, strengthen the construction of drying, storage, inspection and monitoring capacity, provide grain drying and storage services for farmers, and prevent moldy deterioration and damage. We will improve the long-term mechanism for the purchase and disposal of grain exceeding the standard, promote harmless treatment and rational utilization of resources, and strictly prohibit grain that does not meet food safety standards from flowing into the ration market and food production enterprises.

(12) Strictly control the quality and safety of catering services. Fully implement the food safety operation specifications for catering services, and strictly implement the regulations on purchase inspection, processing operations, cleaning and disinfection, and personnel management. Group dining units should establish stable food supply channels and traceability records to ensure that the purchased raw materials meet food safety standards. Strictly implement the responsibility of the online ordering platform, ensure that online and offline catering is of the same standard and quality, and ensure the quality and safety of disposable tableware products. All catering units that provide online ordering services must have physical store operating qualifications.

(15) Strengthening comprehensive law enforcement at the grass-roots level. (18) Strengthen appraisal and assessment. We will improve the evaluation and assessment system for food safety work of local party committees and governments, and regard the assessment results of food safety work as an important part of the comprehensive assessment and evaluation of party and government leading bodies and leading cadres, as an important reference for cadres' rewards, punishments, use and adjustment. Large food enterprises with high risk should take the lead in establishing and implementing hazard analysis and critical control point system. Health food producers and operators should strictly implement the main responsibility of quality and safety, strengthen total quality management, standardize production behavior, and ensure that product function claims are true.
(21) Strengthen the control of the production and operation process. Food producers and business operators shall conduct self-examination and evaluation of the implementation of food safety responsibilities and food safety conditions in accordance with the law. If the production and operation conditions do not meet the food safety requirements, corrective measures shall be taken immediately; if food safety risks are found, production and operation activities shall be stopped immediately and reported to the territorial supervision department in a timely manner. It is necessary to actively monitor the quality and safety of its listed products, and take timely risk control measures for hidden dangers. The self-inspection report rate of food production enterprises should reach more than 90%.
(22) Establish a food safety traceability system. The main body of edible agricultural products production and operation and food production enterprises are responsible for the traceability of their products, establish a food safety traceability system in accordance with the law, ensure that the records are true and complete, and ensure that the source of the products can be traced and the whereabouts can be traced. The state has established a unified traceability platform for edible agricultural products, established traceability standards and norms for edible agricultural products and food safety, and improved the whole process traceability cooperation mechanism. Guide food companies to extend the industrial chain, establish high-quality raw material production bases and supporting facilities, strengthen deep integration with e-commerce platforms, and create influential century-old brands. We will vigorously develop specialized and large-scale cold chain logistics enterprises to ensure the quality and safety of fresh food circulation.
(27) Increase scientific and technological support. Incorporate food safety into the national science and technology plan, strengthen scientific and technological innovation in the field of food safety, guide food companies to increase investment in scientific research, and improve the transformation and application mechanism of scientific and technological achievements. 10. Promoting Social Co-governance of Food Safety

(35) Strengthen legal and popular science propaganda. Popularize health knowledge, advocate reasonable diet, carry out demonstration and promotion of balanced nutrition, and advocate "reducing salt, oil and sugar".
(36) Encourage social supervision. The standards, basis and results of administrative supervision and punishment shall be made public in accordance with the law, and social supervision shall be accepted.
